I think this was originally a costume, possibly a majorette. Both pieces are pretty petite. The top could be worn on a XS but the bottoms are itty bitty- maybe a size 24? Top zips in the back & comes all the way undone. Bottoms have elastic around the legs, zipper, hook & eye.
